For adults, partly: up to 25 g in public, 50 g and 3 plants at home. Selling remains illegal, and there are places and times where smoking is banned.

Can I smoke in the Altstadt?

Not in pedestrian zones between 7 am and 8 pm, and never in sight of schools, playgrounds or youth centres. In the evening, outside those places, it is generally allowed.

Can tourists buy weed in Düsseldorf?

No. There are no shops, and clubs only accept members who live in Germany. Buying on the street is illegal.
